Summary

Addressing the Guidelines for Education by European Commission, Resolution of the Education Council (2002.11.12), Maastricht (2004.12.14) and Helsinki (2006.12.05) Communiques, and Copenhagen Declaration (2002.11.30) the project partners seek to fulfil the following: to transfer the best practice of using modular training programs for the profession of a decorator/painter in Scottish VET institutions, to use the experience of other project partners (from Finland, Romania, Greece) and to develop European modular training programs for the profession of a decorator/painter, a corresponding credit system and examples of methodological material, and adjust this newly developed curriculum in VET institutions of Lithuania and other participant countries. These training modules will be based on the knowledge, skills and competences recognized by European VET institutions.

Case studies made in 2007 show that the majority of students of Vilnius Builders Training Centre chose to study the course in decoration/painting (48%). It is predicted that in the future mobility of workers within The European Union will be even more intense and will soon become a common norm. Construction sector is probably going to face the most active mobility. In order to fulfill the social needs realated to labour mobility within European construction sector, Lithuanian VET institutions will have to undergo certain changes introducing new training programmes which will ensure that the acquired qualification would allow the future specialist to successfully function in the labour market.

Project partnership made up from VET institutions of Lithuania, Scotland, Greece, Romania, Germany, Finland, and Spain will concentrate on the following:

  1. Development of the Study of Needs Analysis in regard to adaptation of European modular training programs for the profession of a decorator/painter and a corresponding credit system in Lithuanian and European VET institutions;

  2. Development of European modular training programs for the profession of a decorator/painter and a corresponding credit system.

  3. Considering specific differences of project partners’ VET institutions, recommendations of internal and external experts, European modular training programs for the profession of a decorator/painter and a corresponding credit system will be adjusted and tested in partners’ VET institutions.

  4. Considering testing results and recommendations of internal and external experts, European modular training programs for the profession of a decorator/painter and a corresponding credit system (products) will be further improved.

  5. During project life-time and after it is over the achieved results will be disseminated among the target groups. Valorisation period will be 24 months.

The foreseen outcomes (products) of the project are as follows:

- European modular training programs for the profession of a decorator/painter and a corresponding credit system (including CD/DVD) in the following languages: English, German, Greek, Spanish, Rumanian, Finnish and Lithuanian:

- Methodological teaching material for adaptation in European VET institutions (in English and Lithuanian);

- Examples of methodological teaching material (in English and Lithuanian).


Through this new curriculum, vocational schools and colleges will be able to provide more suitable courses leading to qualifications for all students. A wide range of subjects at different levels will ensure that study programme is available to suit everyone. The training modules/units are intended to be modern and up-to-date with a good balance between gaining knowledge and applying it in practical situation.

The partnership consists of 11 partners - Vilnius Builders Training Centre, Alytus Vocational Training Centre, Siauliai Vocational Training Centre, Vilnius College for Construction and Design, North Glasgow College, Hellenic Regional Development Centre, German Romanian Foudation Centre for Preparing and Perfecting in Domain of Construction, ITF, Jugendforderverein Parchim, Pori College, DECROLY. Each partner brings their own expertise and experience to the partnership, with each contributing equally to the success of the project. The partnership will be one of a rich mixture of online and face to face contact. Communication will be supported through modern web technologies. Dissemination events will be scheduled within each partner institution. Visits and evaluations will ensure objectives are being met.

Tangible outcomes will be refinement and development of the current curricula for decorator/painter training on european level. Intangible outcomes will include the establishment of a lively community of practice across a number of European countries that can be further rolled out in the future.

Aims of the project

Total budget of the project - 353.323 EUR.

Community Grant - 264.992 EUR.

Project stages:

I. Needs analysis - 6 months.

II. Product development, adaptation - 15 months.;

II.1. Development of modular structure, development of modules and credit system – 2 months.

II.2. Discussion and improvement of the draft of the modules and credit system – 3 months;

II.3. Preparing the draft of modular programs and credit system for testing - 2 months;

II.4. Practical application of modular programs and credit system – 7 months;

II.5. Improvement of modular programs and credit system with regard to testing results and evaluation by external experts – 5 months;

II.6. Practical application and implementation of modular programs and credit system – 5 months;

III. Product testing - 5 months.

IV. Valorisation - 24 months.

V. Management and Evaluation of the project and its products - 24 months.

Foreseen activities

Work Package 1 „ The Study of Needs Analysis“

Aims:

  • To develop methodology for preparing a questionnaire for the analysis of the context of modular training programs for the profession of a decorator/painter used in VET institutions;
  • To perform the analysis of the context of introducing modular training programs for the profession of a decorator/painter and a corresponding credit system within European VET institutions;
  • To perform the needs analysis for the adaptation of modular training programs for the profession of a decorator/painter and a corresponding credit system within European VET institutions;
  • To generalise the assessment procedures and criteria for adaptation of modular training programs for the profession of a decorator/painter and a corresponding credit system within European VET institutions;
  • to identify the factors determining transparency of introducing modular training programs for the profession of a decorator/painter and a corresponding credit system within European VET institutions;
  • To develop recommendations for performing the activities outlined in the Project.

Work Package 2 „Product Development, Adaptation“

Aims:

To analyse modular training programs for the profession of decorator/painter and credit assessment system used in Scotland and other countries, and to develop:

  • “European modular training programs for the profession of a decorator/painter and a corresponding credit system” (in English, Greek, German, Spanish, Romanian, Finnish, Lithuanian languages);
  • Methodological teaching material for adaptation in European VET institutions (in English and Lithuanian);
  • Examples of methodological teaching material (in English and Lithuanian).

The modules to be developed:

  3. Hand plastering; Machine operated plastering;
  4. Tiling of vertical surfaces; Tiling of horizontal surfaces;
  5. Painting works;
  6. Wallpaper hanging;
  7. Mounting of decorative pannels and linear decorative elements;
  8. Mounting of plaster-pannels and linear decorative elements; Isolation.
  9. Introduction into the labour market.

Work Package 3 „Product testing“

Aims:

  1. To test the possibilities of application of „European modular training programs for the profession of a decorator/painter and a corresponding credit system“ in partners‘ institutions in Lithuania, Spain, Finland, Greece, Scotland, Germany, Romania.
  2. To generalise the outcomes of the testing.
  3. To organise evaluation of the developed products by external experts.
  4. To define strong and weak points of the developed modules and to develop proposals for their improvement.

Work Package 4 „Valorisation“

Aims:

  • To disseminate the information about the project of innovation transfer and its outcomes to all potential users.
  • To receive comments and proposals about the disseminated product from physical and juridical persons.
  • To improve the product regarding proposals of the target group and potential users.
  • To apply the outcomes of the project in different fields or for different target groups in order to continue their application and development in different environment.
  • To supervise correspondence of the innovation transfer and developed products to the needs of the target group and potential users, and to respond if the product does not meet their needs.

Work Package 5 “Management and Evaluation of the Project and Product Development ”

Aims:

  • To ensure the functioning and reliability of the management of the project and product development.
  • To ensure constant supervision of the quality of the project and its product.
